Question on inlays

I have a long rifle project about ready to finish My question concerns several small inlays, including some small wedge plates, which are too small to screw into place. I'm wondering what I should use to "glue" them in place so they will be inclined to stay there ? Also, should they be put in place before final sanding and staining? If so, what is the proper procedure for removal of stain/final finish? Thanks for any help. Jake
