The fact still remains that its a nuclear plant that's too small for domestic use and only has military uses.
If it was a nuclear plant that 'only had military uses', then the IAEA certainly wouldn't be saying that it's 'nothing to worry about', and basically just a glorified 'hole in a mountain' designed to act as a back up to their other facilities, lest they be bombed by the U.S. and/or Israel.
