I've no idea what that's supposed to mean.
But i'd guess it's a bizarre criticism of the scientifically uncontroversial idea that CO2 is a green house gas, that burning fossil fuels releases it, and the more of it that's released into the atmosphere, the hotter the planet will get - with disasterous results.
