I suppose this is where the 'What's the worst that could happen?' advertising jingle comes from. The Coca-Cola Company will have done market research, and found that people were reluctant to try Dr Pepper because 'Who wants a pepper-flavored drink?', as you said. But when they do try it, it turns out they actually like it.
