Some of the fans thought that way as well. There is a bloke who goes in my local who told me before the season started that he was realistically looking for a top six spot, but he'd be disappointed with anything outside the Champion's League. He was serious as well.
If the idea was to do a Charlton or (sorry) Baggies and bounce up and down for a couple of seasons before settling in the top flight with minimal outlay (and therefore minimal risk) I could understand it, but I couldn't see Sir Jack wanting to do that.
Spending very little is OK if you've already got a premiership squad, but the step up from the Nationwide/Coca-cola Leaque is too much for a club not to put its hand in its pocket.
