I remember a time when Lieutenant positions were filled quick. Now there are so many spots open state wide. Why is that? Could it be, because Lieutenants make just enough money where the state doesn’t have to pay them overtime. Sergeants are getting paid overtime, why would they want to go up for Lieutenant?

I may have an answer for this. There was a time long ago in a different Universe when Lieutenants were respect and had what is called Perks. At one time Lts could, if available, get State housing with all bills paid, except for phone,for a small amount. They also got, emoluments. This is State produced items for a small fee. It helped a lot. Then we got an idiot from another state as director and all that changed and Lts, Captains, Majors were thrown to the wolves and to live on what little they were paid.
Think about what would happen if they had some of those benefits again.

A Sergeant is a glorified Utility Officer and also doesn't share the same level of responsibility if shit goes south. It takes a special kind of idiot to promote to Lieutenant.
