Although pay is a contributing factor to staffing issues, it is just a piece of the problem. First, the current hiring / promotional practices are subpar and need to be address. Secondly, oversight is a financial burden on the system. What was initially supposed to save the system money from lawsuits has now cost more than the lawsuits themselves. Another, all uniform staff should be paid overtime, from CO's to Major's. The overtime policy is total crap!
