Can you work for he state with a deferred adjudication felony when 17 years old?

Curious, I ran across a fellow the other day that asked me that. I don't know with it being a charge under the age of 18 He was 17, received 5 years deferred adjudication for a felony. But was a minor at the time. He's close to 40 now and was wondering if he could work for the state
