Not in this agency. In this agency, at the level of administration you speak of, they don't demote due to screw-ups. If they take any action at all, it is usually to move the employee to a different work location, often with a raise. This covers the alleged infraction up, and gives the appearance that the move was justified due to good work performance, not as disciplinary action.
