Having worked for two state agencies that each was assigned many wheeled vehicles to use and abuse, I can attest that as long as different drivers are a using the same rig on a regular basis, the condition of the vehicles are at risk. The only way to maintain a vehicle is to assign one or at most, two drivers to be responsible for the driving and preventative maintenance. People by nature will take more pride if they feel a sense of "ownership". Multiple drivers will nearly always result in vehicle abuse and misuse. If you look at the different departments, take Agriculture, as an example. They have a limited motor pool. Most of their vehicles are assigned to one person. They, as a rule, have less mechanical issues, and are able to maintain their equipment to a better level, than say, security, where a van may have a dozen different drivers in a one week period. It's just the "nature of the beast", as the saying goes.
