Your doctor works for you so if you tell your doctor that he/she can release medical information then he/she would not be in violation of HIPPA. If you want to take the time without making issues out of a non-issue then just comply. A statement regarding "medical facts" can be very generic so the only issue would be how your HR is defining "medical facts". Over my years I have gone on FMLA a few times and the only medical fact that my doctor gave was "severe and on-going migraines". Currently, I don't carry any sick leave balance so it will never become an issue for me.
