High turnover in a department, really?

So there is a certain laundry supervisor at a region 3 unit that has a reputation of harassing staff and creating extreme hostility in the department, but administration and Huntsville seems not to care. Why and how is this. When on shift if there's a high call in volume, the Lt is looked at eventually moved moved around. Why is this being allowed? There is no reason for the laundry department to have a higher turn over that the unit itself. Some please advise.
