How soon the government forgets the shortage. When we have "All kinds of folks" looking for a job then the state can sit back and think the worse is behind us. Quality people are a hell of a lot harder to find than Quanity people!! Those folks just trying to get their "old lady or old man" off their back to get the rent paid are a hell of a lot different than the dedicated professionals that I work with. Prime example of this was the last time I went to Gatesville for training. There were new boots just about to finish Pre-service and I made the mistake of asking one of them which unit he was going to. He was quick to tell me that he wasn't going to a unit, he was here to make a car payment then quit and hope the oilfield picked back up. Good luck with that type of mentality.
