Saw a savvy counsel substitute plead their case at inmate disciplinary hearing after the charging officer could not be understood at the hearing. The Captain (DHO) really had no option but Not Guilty. Interesting....It was obvious that the inmate probably did not understand the order given. Inmate had no history of such and in the end the DHO probably did the right thing.
