And what exactly is TDCJ suppose to do? Shut the gate after the cows have gotten out? How can TDCJ be expected to run a secure facility when put under the contraints of low pay and EEO requirements that encourage the hiring of low class people.

Kills the morale of good honest staff and increases their work load also.
