Oldtoot, you probably need to be gone. If you're not willing to change with the times, then you're a waste of time. This is America which is the most diverse country in the world; fool. If you can't communicate with the offender population (majority are Hispanic) then you not going to solve problems. Why shouldn't an officer be rewarded for that skill; police departments across the nation do it. Why should we be any different? Education (degree) shows competency in doing your job and that you're willing to invest in yourself which usually leads to rewarding promotions. Experience comes by doing the job which everyone will get day to day, year to year.
