90% of the officers that got a raise probably said, "It's better than nothing." Then you find out its actually nothing in your pocket then we b*tch. The economy is not stable enough to go find jobs any place else otherwise you and everyone else would be gone by now.
Not until we raise the standards of hiring, require officers to meet certain levels of expertise annually like the military (test them) before they become COIII, CO IV, or CO V to earn that pay raise between steps, meet certain levels of physical fitness; then we start to earn the money (incentives) of a person who can say they are a "Professional."
Everyone want to point fingers at Livingston, Cooper, Quarterman, Thaler,....those that replace the retiree's; I agree on the increase the hiring standard that only they can do but the rest falls on us.
