Unlike Microwave Oven Transformers or ballasts from mercury, sodium, or halide lamps, fluorescent lamp ballasts are special purpose, low power, devices that are very well suited to their original design purpose and little else. A 12 volt power supply will work only if the power supply has enough current to solidly drive the solenoid coil. Try measuring the voltage across the solenoid when the power supply is driving it - if the power supply cannot maintain 12 volts while driving the solenoid you'll need to provide a higher current power supply. You could use a small 12 volt UPS Gel Cell or a motorcycle battery instead of a power supply to provide sufficient current for the solenoid. Best regards, -- Bert --
