Most of the research tends to be focused on microwave remote sensing of ice/air mistures, multiphase oil well and chemical process monitoring, and soil or rock porosity measurements. You did not mention the frequency range(s) of interest – a considerable portion of the research tends to be in the microwave or IR region. In any event, the following articles (and their associated references) should prove to be good starting points for your needs from a theoretical standpoint.
