Hey Rodger,
Walter Baumgartner has build an earthquake oscillator.He wrote
the book "Nikola Tesla´s Earthquake machine".
The book has a lot of blueprints inside.
I´ve searched in the net about him,but didn´t find anything.
In the Tesla museum in Belgrad you can see such an oscillator.
