New coil secondary

Hi all,
I have just completed my new secondary, wound around 4inch PVC. It has 1500 turns of #28 AWG which makes for roughly 23in of winds. The inductance should be quite high, so I think i will need lots of primary turns--am I correct? I am considering a beer bottle cap, or maybe a splurge and buy geek group caps for my 15kV 30mA NST. I have made a dryer duct toroid already, but the secondary and toroid are the only completed components. I will be using a SG made from copper pipe. any suggestions would be appreciated.
Also i got 4000 feet of 28AWG for $16.53 (+$5.00 S&H) online --ordered monday, recieved Wed. Is this a fair price for the wire?
