EMP ???

Sitting in traffic is getting worse and worse with all these damn boom box cars. They make everything else within 100 feet vibrate with a THUMP, THUMP, THUMP. And you can't get away from them anymore.
I thought of some sort of EMP generator to short them out but that would probably fry the computers in all the cars around me resulting in a way worse traffic problem.
Does anyone have any idea how to selectively fry these annoying bass vibration generators without damaging other things in the area?
