covering black tattoo with white ink?

i have a solid black tattoo on my wrist. i really want to get it covered or removed but i know covering it would be cheaper. i'ld like to try and cover it with white but i was curious if it would cover it completely or show through. also are there any negatives to getting a pure white tattoo?
