The short answer is no for a PP or police dog, as you don't want your dog dropping off a grip if someone is actively resisting, however, there is some movement your dog needs to become neutral to - no decoy freezes perfectly.
Further, if the dog is biting out of defense, you would be asking the dog to release as he is being fought, and that is tough with some dogs to have the obedience override an active fight.
