Sorry Matt,
I would disagree. I remove everyone from the vehicle and have a backup (or the stopping officer) watch the suspects. If I am running a dog around the outside of the vehicle I should be focusing on the dog for behavior changes. If I'm doing my job, I cannot see the occupant, let alone occupants, hands and any hidden weapons they may have access to while I'm walking around the vehicle. For me, I bring them all out (one at a time)...sit them on the curb, hill whatever and have the backup watch them. Just a different way of doing things.
