Hi Hope,
The state of Mississippi has a regulatory body within the state Commissioner of Insurance office called the Miss. Comprehensive Health Risk Pool Association. Persons who have a high risk qualifying health condition may qualify for insurance within that pool. It does specify that the insured be a resident of the state. However there may be a technicality in your friend's case since he was previously insured in Miss. Anyway Hope I would refer your friend to information re this at:

The state insurance commissioner is Mike Chaney. Another possibility is for your friend's son to contact the Insurance Commissioner's office in Georgia. Many states have high risk health pools. Together these patients may qualify for lower rates and that is a big help. However that ins is still costly. You are a good friend Hope. I hope that this helps. My first choice would be to check the Miss. Insurance Commission.
