Your right, it's not working correctly. Mine has been clocked at 21 mph. Based on what others have written, 21 mph is about right. Several potential problems come to mind.
1. Your throttle may not be opening all of the way. While on shore, remove the engine cover(s) and squeeze the throttle. The carburetor butterfly should open fully. If not, you may need to bleed the hydraulics.
2. You may be sucking air into the pump. If the engine seems to rev up good but you don't have much speed, you may be sucking air. There is a donut (gasket) that seals the pump from the exhaust. You can't see it by just looking, but if it's bad, you won't get much speed.
3. Another potential pump problem is broken fins on the impellor. You will need to disassemble the pump to check this, so do the other checks first.
4. Have you checked to be sure that weeds or foreign matter is clogging the pump?
5. If the engine does not rev up fully, you need to find out why.
