Can't get full throttle???????

I have got my board up and running very nice, but now I can't seem to get it 100% of its power. Runs,starts great just not getting all the power that it has (prob 50% power) . Is it possible that the hydraulic line/piston has a leak and will not fully engage??? Is there a quick/cheap way to fix this if it is a hydraulic problem??? Also I have bled the line, I can do it again what type of hydraulic oil is suggested to add when bleeding?? Just would like any feedback on why I can't get full power????? Thanks
