Throttle held open, butter fly on carb slowly closes

with the throttle held open, the butter fly on carb slowly closes, I can go about 15 seconds, then the board starts to slow down until the butter fly closes, but I'm holding the throttle wide open, the preasure in the line seems ok, with the cover off I can watch the butterfly slowly closing but the metal plunger from the throttle doesn't seem to move, any suggestions, Thanks
