Engine Racing

Having alittle trouble...my board fires right up but it sounds like someone is squeezing the throttle all the way when it's actually all the way open. The spring inside is good and the piston is all the way back. At first I thought the primer was bad and was throwing extra gas into the carb, so I changed that but the problem stayed. Also, if I put it in the water, even with all that revving it has no thrust. Any suggestions would be appreciated.
