It's quite conceivable that the anti's would never willingly allow "safer" cigarettes, as it would severely undermine their argument that smoking needs to be banned because of its health consequences. Further, they would lament that smokers would be less likely to quit if it wasn't as unhealthy, which is contrary to their visions of a smoke-free paradise. An extreme view perhaps, but I have found the intolerance of many for smokers far exceeds any reasonable discussion.
As to the idea of a safer cigarette, I will admit to a certain dark fascination with the risk and reward entailed by smoking. Although I know and accept this, there is a more rational part of my psyche which would gladly accept a "healthier" cigarette if such could be made without otherwise ruining the smoking experience.
