Well let me help you with that. First off the FDA is not interested in your health. What they will do is slap the tobacco companies with so many regulations that they will suffer poor sales. Then they will allow new formulations to be concocted and trialed by the FDA who will then later approve them. Just like pharmaceuticals, huge amounts of money will be given to the FDA just to reveiw the trails. And since the FDA is a federal office that means big bucks for the government.
