I know this is old, but I had to comment. I think I agree with this idea of the right level of badness, you could even go further by saying the right level of risk too.
While smoking will or can eventually kill you, it won't be by lighting that first cigarette. Heroin or even cocaine are easy to overdose resulting in death. And OD'ing on nicotine- probably will just have you puking in a toilet.
I have never been attracted to doing "hard" drugs, although I have experimented with marijuana. Marijuana- although it feels nice, turned me into a complete retard and thus decreased my want to ever do it again because I like to have a certain awareness of what I am doing. I think this is also why cigarette smoking is more attractive to me. Like caffeine- you can be under the influence and yet still do every day activities.
