Well, "addiction" to Starbucks, meeting friends out to socialize, going to a movie that you really want to see, etc., all cause people to spend time outdoors in all sorts of crummy weather. We don't stop seeking out the familiar pleasures that we crave and enjoy just because the weather isn't nice.
I think I understand the point that you're trying to make here, but the point that I'm trying to make is that what you're observing probably has much less to do with smokers and the "demands" of their so-called "addictions," and much more to do with people simply adapting to smoking restrictions.
