The owner should have realized this situation would occur before he invested in icehockey as it is hardly an unexpected stumbling block.

The problem is that management doesn't seem willing to spend the money that is required to properly promote the team. The owner has had a successful track record in business, so why he seemed to think that promoting an icehockey team wouldn't cost money is a mystery.
