I just found a park that is enclosed with only one way in/out. It's on 12300 S in Draper/Riverton in the Jordan River area. There are 2 parks there, this one is over the bridge from the parking lot.
Also, if you want to go swimming try life jackets!! My boys are 3 and didn't love them when I tried them a few years ago, but I wonder if I didn't give them a good enough try. You want coast-guard approved life jackets so you know their heads will stay above water.
Splash parks might be a good idea too. I live in Riverton and there's one right by me, but I'm not sure about other areas.
One more place. Have you looked into story time at your local library?
