Hi Wendy, Have you heard of Laser Dentistry? They use laser for drilling for fillings so there's supposed to be no pain. There are two dentist that I found that does practice laser dentistry, they are:

My girls (4 years old) will be getting their cavity filled and our initial visit is on April 13 and the filling procedure will follow. I will update you on how it is. These two doctors advertises as dental specialist for infant, toddlers and general pediatric dentistry. I hope this help...I think the laser, from what I've read, beats the traditional drilling.
