My boys are too big, but here are some options you could try to make them work:
Try washing them-they might shrink a bit
Hem up the bottom of the legs--Do it loosly, so you can take it out easily when they've grown a bit.
Tighten the straps as much as they can be?
My boys are small for their age, so we're always having to use tricks like this.
