My Aunt has 12 kids, and her twins were #s 10 and 11. She told me that she took the little ones into a room that they filled with mattresses (wall-to-wall), locked the door, and they all napped together. Kind of out there, but I think Wendy has a good idea about treating the room like a giant crib.
or
Maybe they can have books or quiet toys that they can only play with in bed... then maybe they will be entertained enough to stay in bed long enough to fall asleep?
