Well, I ended up buying the Evenflo Triumph after much research. My boys are not used to the more upright position and slouch way over when they sleep like they did when they were infants. Otherwise they are just fine. I wish my boys would get to 20 lbs so they could turn around and enjoy the view a little better.
In the process of my research, I called Primary Children's and the Highway Patrol. They told me that all carseats on the shelf are considered safe. They wouldn't make any recommendations. I guess, it just depends on the features you want.
