Well this was our first year that our county fair had a large market heifer show and my son also won and we had to sell her. Sounds like our rules are like yours. I'm not sure if that is a State rule or a County rule. My first suggestion would be to contact your junior fairboard and if you don't get an answer then contact your senior fairboard.
