No Hair!! but in the Cooler

we have a steer in the cooler its set at 55 ..we brush and rinse EVERYDAY twice a day..has anyone had this problem before ..we have also noticed that his hair is getting thin on his top .could he be wormy or lousy ..and could that keep his hair from growing
