since breeding has turned out to be a circular exercise, and in doing so, eliminates diversity, saving the combination, and diversity of alleles is worth preserving. consider if PHA had gone on for a while without a test, and the vast majority of bulls were carriers. i think a few straws or ampules of non-carriers might turn out to be very valuable. who's to say that when things change in the future that the genetics available will be changeable. you keep hearing stories about breeders going back to archived samples. what if there are traits that are multigenic in nature, perhaps something to do with supporting gut flora diversity that are in old lines that have nothing to do with "pretty" cattle. Maine's were selected originally with an infusion of shorthorn genetics to excel/be efficient and marble on grass, provide milk, conform to small farming practices, etc. seems rash with our preservation, archiving techniques available today to think that we have made that much progress we won't need some reference samples to get us out of a jam. even if we have to use some carrier animals if there are techniques/knowledge to screen quickly.
