It sounds like he gets upset when you get close to his front end, try blind folding him, take a towl and but it ofer his eyes and tuck the ends under the halter rope. If that doesn't work try this. Since you dont have shoot to work him in, try tying his head up high in a corner, then swing one side toward the rails, then drop a rope over his flank and tie him to the rail, you can work on the one side that is not on the rail, than just swing him the other way and work on the otherside.
