Why cannot post message at newsgroup?

I constantly bumb into two issues at Outlook newsgroup> fans.shirleykwan one, i have subscribed to fan.shirleykwan but why i cannot post a message. It says i did not specifiy a receiver and ask me to sheck with my account configuration.. isn't enough it is directed to fans.shirleykwan? teach me. two, what font i should choose to read all chinese word successfully? GB? Big 5? simpligfied? traditional? my auto mode cannot all of the chinse words...teach me too...
