If the FS can get the PCT proper open by April, that's the absolute best option.
2nd best might be Pipe Springs, but Pipe Spgs is in the Lake Fire closure area also. I picked Burns Canyon because... well because it's open.
Val, do you have any info on Big Morongo or Little Morongo Canyon as to whether or not those are publically accessible.
