Maybe this needs a little more clarification (at least this is what I'm aware of): If you have a wilderness permit for an overnight trip in the SGW, it allows you to use a backpacking stove. Same with a reservation at a car campground. If you want to camp in a non-wilderness, non-campground area on federal lands, then you have to get a campfire permit from the local authority (forest service office, natl park office, BLM office, etc).
