The real issue is that there are a lot of people who are taking no bear precautions at all. Non-canister bear precautions work fine in the SGW. Canisters are an odious and unnecessary burden -- especially a blanket order for the entire SGW. Vivian Creek? I can understand a bear canister requirement there. The entire SGW? Totally unnecessary.
