yes they can. Since I have hiked the Royal Arch route twice, and the canyon and sgw many times - people keep trying dumb things. The book, 'Over the Edge, Death in Grand Canyon" is a history and story of all known deaths in grand canyon. almost all were preventable! Venting is fine. Encourage education!!
