Hiiker, nobody is taking the public for a ride by charging a nominal fee for the use of the jenks lake facility. Most national forest sites are either "subsidized" from local/federal tax dollars" like angeles, or pay for use revenue such as jenks. SBNF decided that it would be best to charge for the use of the lake to the people that actually use and enjoy it rather than the entire county...like some areas. In some cases however this does work and has been voted and approved by the public through either bond or a special election rider.
In the end, jenks lake continues to be a stocked, well maintained facility that is enjoyed by thousands of visitors each year. With that said the angeles site you refer to may be free to you but make no mistak hiiker...someone is paying for it.
